Albert M. Bleakley, Ph.D., P.E.

Prior to joining Florida Tech in 2009, Dr. Bleakley served 29 years as an Army engineer officer. His final assignment was Deputy Commander of the Army Corps of Engineers’ Mississippi Valley Division, a 4,500-person organization with an annual program of over $1 billion in flood control, navigation and water resource management in 12 states.

Dr. Bleakley also served in Saudi Arabia, Kuwait, Bahrain, Qatar, United Arab Emirates, Oman, Germany and multiple U.S. locations. He deployed to the first and second Gulf Wars, Somalia and Bosnia, providing leadership for facilities construction and management organizations. He was awarded the Purple Heart for injuries suffered in a car bombing of his office in Saudi Arabia.

His experience also includes teaching civil engineering at the University of Texas, San Antonio, and the U.S. Military Academy, West Point, NY. His areas of expertise include engineering organization leadership, international construction, infrastructure public policy, construction management, construction contracting and recycled materials for highway construction.


Troy N. Nguyen, Ph.D., P.E., ESEP

Dr. Troy V. Nguyen joined Florida Institute of Technology in January 2014 as an associate professor in Construction Management. Previously Dr. Nguyen also has extensive experience in residential and commercial development and building construction, having worked 15 years as an owner and chief engineer of an engineering and construction firm in the Central Florida area. He has broad expertise in systems engineering, systems automation, control system design, mechanical design and project management.

Previously, Dr. Nguyen spent more than 25 years in defense and commercial industries as a systems engineering leader on development projects for advanced military ships systems and state-of-the-art commercial nuclear and fossil fueled power plants. His work employed systems engineering methodologies to address challenging issues such as reliability, availability, and cyber security of mission-critical systems on modern military ship platforms and commercial power generation plants. This work resulted in more than 20 technical publications in the past four years.

A registered professional engineer (P.E.), and a certified general contractor (GC) in the state of Florida, Dr. Nguyen is also certified by the International Council on Systems Engineering (INCOSE) as an Expert Systems Engineering Professional (ESEP), which is the highest certification awarded to a small group of systems engineering experts worldwide.


Junyong Ahn, Ph.D.

Dr. Ahn joined the Construction Management program at the Florida Institute of Technology in 2016.  Prior to joining FIT, Dr. Ahn worked as an Assistant Professor of Construction Management at the University of Northern Iowa and conducted Iowa EPSCoR Research Project, Development of Sustainable Construction Course, funded by National Science Foundation.

He had worked as a Post Doctorate Associate in the Construction Engineering program in the Civil, Construction, and Environmental Engineering Department and Institute for Transportation at Iowa State University.  He had been working on Strategic Highway Research Program 2 (SHRP 2) Renewal Research Project R10, Project Management Strategies for Complex Projects, funded by Transportation Research Board of the National Academies of Science. 

He also has 9 years of heavy construction experience including dam construction, subway construction, water supply construction, and roadway construction.  His responsibilities ranged from cost estimation at home office to sub-contractor management and change orders at Seoul Metropolitan Subway Line 6 construction project.
